Mission Statement Who Are We? Community Action of Eastern Iowa provides services to more than 25,000 people every year. We are the Community Action Agency for Cedar, Clinton, Muscatine, and Scott Counties in Iowa, and we have been in business since the summer of 1965. The Agency is led by a fifteen member volunteer Board of Directors, and we have a staff of about 175 great people.

MUSCATINE, Iowa–Community Action of Eastern Iowa (CAEI) continues to accept applications for the Low-Income Home Energy Assistance Program (LIHEAP). As a new feature of the program, any household can apply online, using a phone or computer. To apply online, visit Households can also call (563)-263-9290 to request an in-person appointment.

The Department of Health and Human Services funds LIHEAP through the Iowa Department of Human Rights/DCAA. It helps qualifying low-income Iowa homeowners and renters pay for a portion of their primary heating costs. The program will provide supplemental assistance based on several factors. Those factors include total household income, household size, dwelling type, and type of heating fuel, among other things.

Applicants will need to furnish a driver’s license or social security card for all household members, a copy of their most recent heating and electric bill, and proof of all household members’ gross income for the past 30 days, the most recent 12 months, or for the past calendar year (whichever proves most advantageous to the household).

Eligibility for participation comes from the following federal annual gross income guidelines per person:

• One person–$21,858 annually
• Two people–$29,593 annually
• Three people–$37,328 annually
• Four people–$45,063 annually
• Five people–$52,798 annually
• Six people– $60,533 annually
• Seven people–$68,268 annually
• Eight people–$76,003 annually
• Nine people or more—add $7,735 for each additional member

CAEI will convert all monthly income into an annual estimate. If you want to provide monthly income, calculate it by counting back 30 days, including the date of application.

Last year, approximately 8,800 households received assistance in Scott, Cedar, Clinton and Muscatine Counties.
