Four-way stop to be installed at Main and Hershey January 14

MUSCATINE, Iowa – Crews from the City of Muscatine and Muscatine Power and Water (MPW) will be placing the stop lights at Hershey & Main into “red flash” mode while also installing all-way stop signs Tuesday (Jan. 14) morning. This change will remain in effect until March when the lights will be turned off and only the all-way stop signs will be present.

After the lights are turned off they will be scheduled for removal unless the Muscatine City Council wants to pursue other options.

The Muscatine City Council approved the change in traffic control devices at the December 19, 2019, regular city council meeting, and have asked for a review of the intersection traffic safety before authorizing the removal of the traffic light standards.

Results from traffic count studies by the Iowa Department of Transportation (IDOT) in 2014 and 2018 did not support warrants to have traffic lights as determined by the Institute of Traffic Engineers and IDOT. Inefficiency in traffic movement was also caused by the intersection not having a detection system (timed phases only), and the high cost of replacing the equipment that had reached the end of its life was also not supported by the studies.
