    Logan to be reduced to one lane from Cedar to Fulliam starting April 8

    MUSCATINE, Iowa – Logan Street will be reduced to one lane of traffic for four weeks to facilitate full depth patching of the street from Cedar to Fulliam. The lane restriction will begin at 7 a.m. Thursday, April 8, and continue for approximately four weeks, weather permitting.


    “To be able to meet the current schedule and provide safe travel through the construction zone, Logan Street from Fulliam to Cedar will temporarily become a northbound one-way,” Pat Lynch, City Engineer, said.


    The southbound lane will be closed to traffic from the roundabout at Cedar Street to the Fulliam intersection. Detour signs will be provided at the roundabout to direct traffic to Houser to head south. The northbound lane will remain open to traffic as the prime contractor, All-American Concrete, Inc., works on full depth patching of the southbound lane.


    Work on the northbound lane will commence after the southbound lane is completed.


    All-American Concrete, Inc., is also currently removing and replacing pavement on Ford Avenue. That work is expected to continue over the next three weeks. Lane restrictions will be in place as work progresses. Drivers are urged to slow down and use caution when proceeding through construction areas.


    040621 Full Depth Patching - Ford Avenue 001 (JPG)The Full Depth Patching Project, part of the City of Muscatine 2020-2021 Pavement Management Program, resumed March 29 as All-American Concrete, Inc., began work on Ford Avenue from Park Avenue to Jody Drive.


    Three sections were included in the contract awarded to All-American Concrete, Inc., at the March 4, 2021, Muscatine City Council meeting including Ford Avenue from Park Avenue to Jody Drive, Logan Street from Fulliam to Cedar, and Fulliam from Kindler to Devitt. The repair project is tentatively planned to be completed by June 30, 2021, weather permitting.


    The project was delayed due to the uncertainty of road use tax revenue due to the COVID-19 pandemic. The contract is an indefinite delivery, indefinite quantity contract and some sections could be delayed until the 2021-2022 Pavement Management Program if adequate funds are not available for this contract.


    Drivers are reminded to slow down and use caution when travelling through the construction zone, obey traffic control devices, and be aware of workers. Use an alternate route if possible.
