Public information meeting on Phase 4C set for February 19

MUSCATINE, Iowa – KE Flatwork, Inc., the prime contractor for Phase 4 of the West Hill Sanitary and Storm Sewer Separation Project (WHSSSP), is anticipating construction on Phase 4C of the project will begin on Monday, March 9, 2020, according to the Construction Management Project Development Team for the City of Muscatine.

A public informational meeting has been scheduled for 5:30 p.m. on Wednesday, February 19, 2020, in the lower level conference room of Muscatine City Hall. The 2020 construction season timeline and neighborhoods that will be impacted by the Phase 4C work will be discussed.

“Anyone with questions about access to their residents during Phase 4C and those who have questions concerning the designated detour are encouraged to attend,” Brian Stineman, Public Works Director, said.

Residents in the neighborhoods affected by the project should have received a letter of invitation to the meeting. Residents who live on 7th Street from Cedar to Broadway are also invited, and encouraged, to attend this informational meeting, along with any interested resident of Muscatine.

The preferred detour for Phase 4C will be the same as for Phase 4B when regular traffic was detoured to 7th Street from Cedar to Broadway while 8th Street was closed. The 7th Street detour will be implemented in late March when work begins on the 8th Street stage of Phase 4C.

Phase 4C is tentatively planned to be completed in three stages beginning with a section of Iowa from 8th to 9th streets, and 9th Street from Iowa to Chestnut. The contractor anticipates closing Iowa Avenue from just north of the 8th Street intersection through the 9th Street intersection on Monday, March 9.

Sewer separation and pavement restoration work will also be undertaken on Maiden Lane and Roscoe Avenue, Linn Street from 7th to 8th Street, and on 8th Street from Linn to Broadway. The timeline and construction activity is weather dependent.

City project managers tentatively anticipate that the 7th Street detour will remain in effect from the end of March until Phase 4C is completed but there will be a modification to the detour in late summer when the Broadway intersection is closed. The modified detour has not been established as yet and may be dependent on how much work is completed on the 8th Street segment before reaching Broadway.

The $6.1 million contract for Phase IV of the West Hill Sanitary and Storm Sewer Separation Project was awarded to KE Flatwork, Inc., of Elbridge, Iowa, on April 5, 2018. Phase 4A was completed in 2018 and Phase 4B in 2019.
