Traffic signals activated Tuesday as Park Avenue project wraps up

MUSCATINE, Iowa – The conversion of Park Avenue from four to three lanes is now complete with the activation of the traffic signals Tuesday morning. Manatts, Inc., the prime contractor for the conversion project, anticipates removing the traffic control devices starting at 8 a.m. Tuesday (Nov. 2).

 

The new traffic signals at four intersections (Cypress and 2nd Street, Park Avenue and 5th Street, Park Avenue and Washington, and at Park Avenue and Clay-Colorado) will be activated from flashing red to full function Tuesday morning by Muscatine Power & Water.

 

Center Lane Left Turn Only (PNG) In addition to the fully functioning traffic signals, drivers should pay attention to the new signage that indicates that the center lane is for left turns only. The center lane is marked by solid yellow lines with directional arrows painted on the road surface. The center lane is for drivers to make left turns into driveways, parking lots, and side streets. The center lane is NOT for passing other vehicles or merging into traffic.

 

The Park Avenue 4-to-3 Lane Conversion Project began in September 2020 and included the stretch of Park Avenue and East 2nd Street from Harrison Street to the Mad Creek Bridge. The improvements implemented in the project focused specifically on safety including the traffic lane reconfiguration that changed the road from four lanes (two operating in each direction) to three lanes (one lane in each direction and a center two-way, left turn lane).

 

The project will also allow for 74 new sidewalk ramps that would be compliant with Americans with Disabilities Act (ADA) guidelines, full depth patching of the roadway, and an asphalt overlay.

 

Manatts, Inc., was awarded the $2,284,476.07 contract following the June 2020 Iowa Department of Transportation bid letting. IDOT funded $1,297,714.00 of the project with the rest shared by the City of Muscatine and Muscatine Power & Water.
