Two public hearings on agenda for Thursday’s Council meeting
by City of Muscatine
May 20, 2020

MUSCATINE, Iowa – Three new firefighters will be sworn into service and two public hearings will be held during the Muscatine City Council virtual meeting at 7 p.m. Thursday (May 21) night. Details on attending the virtual meeting are listed below.

New firefighters Kyle Davis, Ryan Amidon, and Eric Joslyn will be sworn in by Mayor Diana Broderson at the start of the meeting.

The first public hearing is the result of an item brought before the Council at the May 14 In-Depth meeting by the Community Development Department regarding outdoor seating for restaurants in response to the Governor’s Proclamation of Disaster Emergency.

To assist local restaurants in meeting the social distancing practices and guidelines issued by the Iowa Department of Public Health, the proposal submitted to the Council would streamline the approval process for an outdoor seating license. The requested waiver of three sections of Title 3, Chapter 1, Section 6 of the City of Muscatine Code (Outdoor Restaurant Seating License) would temporarily allow the City Administrator to approve the license requests during the health crisis with an end date of October 15, 2020, unless extended by Council.

The second public hearing is on the second amendment to the 2019/2020 City Budget. The City Council approved the first amendment at the April 16, 2020, meeting that amended the budget to the Revised Estimate levels established at the budget review sessions. The second amendment includes additional proposed amendments since that time that will increase total budgeted expenditures for the City by $718,300 and increase transfers out by $408,800.

Also on the agenda is a presentation on the City Administrator hiring process, a discussion on the status of the Weed Park Aquatic Center for the 2020 season, and a multi-family development being planned by Muscatine Downtown Investors at 403 West Mississippi Drive.
