MUSCATINE, Iowa–Charles R. “Chuck” Coulter passed away in March. A tireless friend of the Muscatine community, his volunteerism proved instrumental in establishing systems and supporting initiatives to ensure our neighbor’s health care needs get met today and long into the future.

In memory of Coulter, members of the Muscatine Health Support Fund advisory board and the Community Foundation’s board pledged $20,000 in matching money to the Community Continuity Fund. This fund assists nonprofits and supports the immediate and emerging needs of our neighbors in Muscatine County caused by COVID-19 containment efforts.

Retired Trinity Muscatine Public Health Director Mary Odell noted: “Chuck cared deeply about our community and had great compassion for those in need. In pledging this $20,000 of matching funds to the Community Continuity Fund, we hope to honor the remarkable legacy of this great man.”

Thanks to this gift, the fund will double all donations made. To learn more or donate, go to, or mail checks to the Community Foundation of Greater Muscatine, 208 West 2nd Street, #213, Muscatine, Iowa 52761.

Coulter co-founded the Muscatine Community Health Association in 1972, which he served until his passing. The Muscatine Community Health Association helps volunteers dedicated to developing and maintaining quality health care in the area. It serves as a focal point for the community’s concerns about health care, and it encourages community participation and collaboration in addressing health care issues.

The Association first provided a vehicle for support of the new Muscatine Health Center in 1972. Once the Center opened, the Association began to address other health care needs. Over the years, the Association spear-headed services or served as an umbrella organization for mental health, child abuse, domestic violence, substance abuse, family life education, AIDS, and bereavement resources, and performed or supported a variety of health studies.

Coulter also served the Muscatine Health Support Foundation for 40 years. The Muscatine Health Support Foundation chose to become part of the Community Foundation in December 2017. Its mission remains to improve the community health and aid the growth and development of the health care system. The Muscatine Health Support Fund has granted nearly $6 million to Muscatine area organizations in support of increased health care access and service enrichment since 1984 when its granting began. Coulter played an instrumental role in all facets of the Muscatine Health Support Fund’s origination, implementation, granting, and vision over the course of its existence.
