MUSCATINE, Iowa – The Grandview Avenue Reconstruction Project is expected to begin in early May following approval Thursday (April 15) night of the contract and bond by the Muscatine City Council.

Heuer Construction, Inc., was awarded the $7.74 million contract for the two-year Grandview Avenue Reconstruction Project during the April 1 City Council meeting. The project will remove and replace the pavement from Main Street to approximately 200 yards past Houser Street while adding sidewalks and additional streetscaping to provide a much more inviting corridor of travel for vehicles and for pedestrians.

The goals of the project are to modernize Grandview Avenue, provide a safe and attractive corridor, improve pavement and utility infrastructure, and enhance the walkability of the Grandview Avenue corridor with enhanced pedestrian opportunities and the incorporation of “green infrastructure”.

The first year of the two-year project will focus on Main Street to Musser Street.

The City of Muscatine will host a public meeting to introduce the contractor, present a brief overview of the project and a tentative schedule, and answer any questions from residents of the affected area at 5 p.m. on Thursday, April 22. The meeting will be held in the large meeting room on the third floor of the Musser Public Library & HNI Conference Center. However, attendance will be limited and those attending will be required to wear a mask and adhere to social distancing guidelines.

Bolton & Menk were the design consultants. An amended contract with the consultants was approved by City Council Thursday (April 15) to have the consultants assist with construction phase services including observation and administration of construction activities since Iowa DOT Construction Project Management and Inspection processes must be followed as the project is partially funded by Iowa DOT funds.

Additional information on the project can be found on the City of Muscatine web site at Grandview Avenue Revitalization.

A virtual meeting will be held in conjunction with the in person meeting. The virtual meeting will be monitored so those attending virtually will be able to ask questions by using the chat feature. Details of joining the virtual meeting are listed below.
