MUSCATINE, Iowa– Wednesday, April 3, L’il Miss Iowa and Muscatine resident Harper Wittmer visited the state capitol. During her trip, she met Muscatine Senator Mark Lofgren and Representative Mark Cisneros, who formally introduced her to the Senate and House.
