    Public meeting on West Hill Phase 5 scheduled for April 21

    MUSCATINE, Iowa – Phase V of the West Hill Area Sanitary and Storm Sewer Separation Project (WHSSP) is expected to begin in early May following approval Thursday (April 15) night of the contract and bond by the Muscatine City Council.


    Hagerty Earthworks, Inc., was awarded the $6.03 million contract for Phase 5 of WHSSP during the April 1 City Council meeting. This phase includes replacing sewers on West 8th Street from Broadway to Lucas, on Climer Street from West 8th Street to Lucas, Logan Street from Lucas to Climer, Lucas Street from 912 Lucas to Fletcher Avenue, and through the ravine between Climer and Lucas. 


    The first year of the two-year project will focus on West 8th Street and Climer Street.


    The City of Muscatine will host a public meeting to introduce the contractor, present a brief overview of the project and a tentative schedule, and answer any questions from residents of the affected area at 5 p.m. on Wednesday, April 21. The meeting will be held in the lower level conference room at Muscatine City Hall. However, attendance will be limited and those attending will be required to wear a mask and adhere to social distancing guidelines.


    A virtual meeting will be held in conjunction with the in person meeting. The virtual meeting will be monitored so those attending virtually will be able to ask questions by using the chat feature. Details of joining the virtual meeting are listed below.

    A letter was sent to residents in the affected area earlier this month. If you live in the area affected by the project and did not receive a letter, please contact City Engineer Pat Lynch at (563) 263-8933.


    The public meeting will be an opportunity for the public to ask questions or to inform City staff of any special situations and/or requests for accommodations that need to be reviewed and approved, if possible, by the contractor and the City. The meeting is not intended for voicing opposition to the project, but legitimate concerns will be addressed.


    If you are unable to attend the meeting in person or virtually, but would like to inquire about making a request for accommodations, please contact Lynch in the next two weeks to begin the process of reviewing the request. All accommodation requests will be impartially reviewed by the City and the contractor and, if possible, implemented as needed.


    Phase 6 survey begins …


    As construction of Phase 5 of the WHSSP begins, surveying for Phase 6 also begins. Survey crews have started collecting information for future design of Phase 6 and will continue to collect information through October 2021. The area generally includes:



    • Sycamore Street between West 8th Street and Fulliam Avenue.
    • Fulliam Avenue between Sycamore Street and Nelson Drive.
    • 11th Street between Fuller and Sycamore streets.
    • 10th Street between Chestnut and Sycamore streets.
    • Iowa Field and Amy Drive.
    • Roscoe Avenue between Van Horne Street and Fulliam Avenue.
    • Hagerman Drive.
    • Logan Street between Newell Avenue and St. Mary’s Cemetery.
    • Devitt Avenue between Newell Avenue and Eisenhower Street.
    • Newell Avenue between Kindler Avenue and Broadway Street.

    Residents may notice the activity within the City right-of-way including utility paint marks, survey personnel with equipment and vehicles, and temporary traffic control or cones to protect surveyors. Residents will be notified approximately one week prior to survey crews entering neighborhoods with flyers left or hung at the door.


    A little history …


    In some of the original parts of the City of Muscatine, a combined sewer system (CSS) was used to collect stormwater runoff and wastewaster. During periods of high water volumes, particularly during heavy rainstorms and snowmelt, the combined sewage flows exceeded the capacity of the CSS and overflows resulted.


    The quality of water being discharged into the Mississippi River has dramatically improved and will continue to improve by eliminating the CSS pollutant source through separating the combined sewer into separate storm and sanitary sewers.


    The City signed a contract with Stanley Consultants, Inc., in 2004, to proceed with a study to identify areas that require sewer separation, determine sizing of conceptual separate sewers, construction cost estimates for the improvements, and to schedule for future projects based on consent order time frame.     The City received a stamped Consent Order from the U.S. Environmental Protection Agency on September 5, 2007, requiring that the city would “submit to EPA and IDNR a report describing the projects needed to complete the separation of the remaining combined portions of the sewer system including the West Hill area” by December 31, 2010. 


    The report “shall include a schedule and estimated cost for completing each project identified therein, and an update on the City’s plans for financing the projects”. Further, “By DECEMBER 31, 2028, completed all projects described . . . above”. 


    Four projects were initially identified, each estimated at $15 million, to be implemented over the next 14 years to comply with the December 31, 2024 Consent Order date. That Consent Order date has been extended to December 31, 2028. 




    Drivers are reminded to slow down and use caution when travelling through the construction zone, obey traffic control devices, and be aware of workers. Use an alternate route if possible.
