MUSCATINE, Iowa–In regards to the incident that led to Joshua Scott Peters’ arrest and charges of homicide by vehicle, death or personal injuries, first degree theft, and driving while barred, investigators identified the victim located in the vehicle as William Amos Talbot, age 71, of Davenport. Peters and Talbot knew each other through a family member of Talbot’s.
Around 11 p.m. on April 21, the Muscatine County Sheriff’s Office responded to a call about a disturbance at the Fairport Recreation Area located at 3284 Highway 22 in Muscatine. Though they did not find anything at the time, a pair of calls around midnight April 22 alerted them to a missing person from the Fairport Recreation Area as well as Peters appearing at a Montpelier resident’s home. Further investigation revealed Peters earlier operated a vehicle Muscatine County Search and Rescue pulled from the Mississippi River in Montpelier with Talbot’s body inside it.
